Unlike Romania, higher education in the Netherlands is not free. The admissions system differs depending on the study you want to do and the university offering it.
Whereas until now tuition fees were €2060/year, from the 2018-2019 academic year onwards tuition fees will be halved in the first year. So for the first year you will pay 1030€ and from the second year onwards 2060€/year. This rule only applies to students in their first year of higher education and is also valid for international students from the European Union.

Hello,
Regarding school fees. My son enrolled in 2018 in Delft and paid 2000 eur for tuition. I didn't see anywhere that it would be 1030 eur.

As far as I notice on the Delft University page there is a reference to the Dutch government website with the rules for the application of the half fee, in English here: https://www.government.nl/topics/secondary-vocational-education-mbo-and-higher-education/plan-to-halve-higher-education-tuition-fees .
If you meet the conditions you can contact the university to see why the law has not been applied (it was issued a short time ago, perhaps it was not valid at the time of application).
